Louisiana is leaving a lot of money on the table because of the issue, there needs to be a common ground found.

If the bassholes didn't cheat so damn much it wouldn't be an issue in these tourneys. Having key and locking canal behind you, accessing marsh by cutting across shallow areas only to fish behind posted signs, etc. Just have everything not gated open. Some are going to risk it, it's just the culture of the sport.
