So it takes her 2 weeks to report this, despite the fact that she's allegedly been raped before? Yeah this is bullshite and any competent attorney would rip her to shreds on cross examination. If there's no rape kit or physical evidence, the police better be prepared to get the frick sued out of them.

Contrary to what you might think, there is a lot of emotional issues rape victims have and generally they don't come forward at all, much less report it immediately. many that do report it immediately end up regretting it

Often times there isn't if its not reported within 72 hours. That's why rapist are so hard to catch / convict. Even when DNA evidence is present the rapist can always say it was consensual.

For what exactly? Id bet the investigators presented an affidavit of probable cause to a judge who found enough to issue an arrest warrant.
