I don't think the USGA changed philosophically. Oakmont's winning score was about the same as the last time it was held there. Merion was won at +1,( I think).

They had a culmination of things happen at Erin Hills that lead to the low scores IMO:

Controversies at both Chambers Bay and Oalmont made them skiddish, so they cut back some of the fescue after some grumbling (Kevin Na)

It rained Wednesday and Friday which softened up the course

Unfortunately, the weather is looking bad for Quail Hollow, so I think you'll see some low numbers. -14 to -18 will win.

Hopefully, the long term lesson will be that length is a terrible way to defend par. Fast and firm, challenging greens, and tighter fairways do a much better job.
