A lot of those counties are 'barely' urban, such as Eastern Washington (I assume Spokane) or some of the random ones such as South Texas.

True not all of them are metropolitan areas, but most of America's major cities are accounted for.
Seattle, San Fran, LA, New York, DC, Detroit, Chicago, etc.
