I am not defending him but this is a molehill the media is making into a mountain. This is a no name cop in a no name town and the media is using this as proof that all cops are racist

Alternatively, it shows at least one cop is racist, and logic dictates at least some cops are racist - both ways, mind you.
It's why hard and fast support of the police is dumb, and each case should be weighed on its individual merits.

Stupid people make the news all the time. Especially government officials. Not sure there's ulterior motives beyond the "holy shite did he think he'd keep his job" angle.
