Dog park ponds are generally very shallow, so that is why a certain segment of our population decided to swim in them.
Make it 12 ft. deep or more and this problem will go away. But unfortunately, drownings will go up and lawsuits will follow.
The dog park is a great place for all the irresponsible pit bull owners to congregate.

You are not supposed to leave your animals unsupervised at the dog park. That's usually made clear by the signs.
