His only move was to sign it. He had no other move.
If he veto's Congress just overrides and he looks even worse.
He signed it, he doesn't have to like it.

Dems in Congress have been accusing Russia of colluding with Trump for almost a year now and it go, despite still not having any evidence against the Trump campaign after being on a witch hunt since November. If anything, the whole Russian collusion investigation dug up more dirt about possible collusion between Hillary and Ukraine.

What else was he going to do? It passed the House and Senate damn near unanimously. So it was a veto proof bill regardless of what Trump did.

I'll gladly explain it. The Democrats (and GOPe) in Congress helped to inflate this whole Russian collusion narrative nonsense, while those same Democrats were laughing off worrying about Russia as 1980s foreign policy not long ago. And this crap has been the driving force in the downturn of any attempt to restore a reasonable relationship with Russia.
