Yeah.
Look at this Valerian movie. I have just seen the preview only. Looks like about a Bazillion dollars in CGI.
And none of that will be as moving or effective than those two guys running with the stretcher on the beach in Dunkirk.

That's such a true statement. I don't understand how and why these guys don't take a lead from Nolan and use practical effects. Now, it's probably no difference in price. Nolan even said with a movie this big shooting practical ON IMAX film cameras is the same cost as doing million of $$ in CGI.
