funny how the wall is expected to be 100% effective while obamacare is okay but just needs some tweaking.

I do like your rule though.

The government should do nothing unless it is 100% effective.

I don't think that's a reasonable expectation. I would say somewhere between 1 and 99%.

That said, shouldn't we have some better estimate to better judge the value of the wall? What percentage would be worth the expense? Will people still be dying in an effort to make it across?

Is there any way to look at the proposal rationally?
