Because Republicans are afraid of catching backlash for people with pre-existing conditions losing insurance or having insurance companies be able to charge them more for coverage.
Although they should be more afraid of backlash from voters who have been electing them to Congress for the past 7-8 years on the promise to repeal Obamacare. They had no problem sending a message by passing all the repeal bills when Obama was in office that they knew would be vetoed. But now that they actually have the power to repeal it, they back down.

this is the classic problem with entitlements/welfare/wealth redistribution
once people start to enjoy the property/resources of others, imagining a world where they're not allowed to steal sounds terrible
