No. I didn't say that at all.
I would think the president would control the president. He met with Putin for 2 hours earlier that day along with Sec. Tillerson. I would think that Trump would have considered if it is appropriate to have a private, unreported conversation with Putin that same day under the current circumstances of the special counsel investigation.
Because if he did, then he likely wouldn't have done it. And then the White House wouldn't have to scramble to explain after-the-fact why the Putin conversation wasn't disclosed to the public.
