What's the legality of hunting over top sown wheat? I understand you can hunt over it if it's planted in line with your state extension recommended guidelines. Should you wait for it to germinate though to be safe?

Fields have been planted with brown top millet and was done around mid-June. He's also planning on planting wheat soon (maybe).
In the past, he's planted fields for dove but just mainly for personal use. Nothing like this.
