I think they need sensors in the helmets that detect the angle of the spine relative to the ground and LED lights that turn red if the helmet violates a prescribed standard angle, and if you are engaged in a tackle and your light goes red it's a penalty. Keep them safe but officiate it out of the game just like clipping.
