It's not even that. It's a certain amount (think hundreds of thousands) plus a clear causal link between an action and the money. So $500k and a vote isn't enough. You have to prove that the vote happened because of the $500k.

This absolutely false.
If you offer someone 500k you are soliciting. It wouldn't matter if they took it or not.
