I keep bleach in a spray bottle, change every 3 months, and betadine. So far so good... (nocks on wood).
Can't see how "expired" bleach would be less effective than flushing with drinking water.

Bleach can basically separate into salt and water. Wouldn't be less effective than just water, but might not be any better.
