Those people are usually repeat offenders or come back to the same Walmart soon after.

They wait for them to come back and bust them the second time around.


Also they'll let people steal small amounts of stuff over a longer period of time and wait until that person racks up enough stolen merchandise to warrant a felony charge. They do this to their employees a lot.
