I have a friend who has worked in retail her whole life & she always amazed me by telling me how many national stores do not prosecute shoplifters. She was a mgr at Victoria Secret, and not only could she not call the police, it was a fireable offense if she or her staff even pursued a shoplifter. They had a perfume that was very effective at keeping mosquitoes away from fishermen. Every spring & summer her store would lose, literally, boxes & boxes of it in total theft by local fishermen. Ask yourself just how noticable any fisherman would be in V.Secret store. Macy's, Dillard's, Sears, she said a lot of the major chains just write it off.

Ditto. My ex was the manager at a store in the mall and although she was hell bent on catching shoplifters and prosecuting them because it hurt her overall numbers, the majority of stores in the mall have policy to let them go.

It boggled my mind how much shite got stolen from the mall.
