You're underestimating Stone who is without question the person who is the most responsible for Trump being in office (outside of Trump himself). Trump could have beaten other Democrats since I think his victory was more due to a complete and total repudiation of the Left, but he would have never run if it weren't for Roger Stone.
But Zucker provided the canvas for Trump to thrive under. He greenlit "the Apprentice". He furthered Donald's brand while at NBC to a ridiculous degree. He gave Trump 3 billion dollars in free advertising during the campaign, when really Trump should have been treated no differently than if Scott Baio had run for President. MSNBC and Fox (save for Hannity) tried to stifle Trump, but CNN went all in on him becoming the Republican candidate. If you had an executive with any journalistic integrity, then Trump would not have gotten the coverage that he did and likely not get the nomination.
I don't see an argument for how Zucker himself would not be in the Top 10 people most responsible for him being in the White House.
