I don't believe that the Russian did not have the current domain name of the RNC.
According to the report, they had the old one but not the current one. Does that sound even possible to you? How hard is getting the domain name for a Russian hacker?
Eta: As I posted before, Wikileaks released some old, useless RNC stuff. Probably from the old domain name.

Yes, it does
So my previous point of you believing only the part of the report that suits your narrative, and discrediting the parts that don't fit your narrative, have been proven right

The question you want to ask, but don't know it, is why did the RNC switch domains in the first place? Why switch domains?
Realizing the answer could actually have to do with cybersecurity may prove to be your 'Eureka!' moment.
As debriefs have demonstrated, the RNC took FBI warnings re: cyberthreats far more seriously than did PoodleHair&Co.
