Maybe, but this move reeks of a setup.
It's to clear cap for SOMETHING and got another 2nd for something.

I've heard that before with Derps and it's usually just fans speculating and creating ways to feel better about shitty moves he makes.
ETA - Moving Frazier doesn't affect the needle, but I just don't believe anything Dell does is part of a grand scheme. If it is, it's mostly a fantasy.
