Yea I already put a new fuel filter on, and a few years ago I put a new tank in so I don't think it would be crud in the tank.

Not crud. Water. With all the rain and moisture in the air, the ethanol in the gas absorbs water readily. You can have a brand new tank and a new filter and still have the same effect. The water will not stay on the filter screen but settle back to the lines/tank when the engine is off.

I've fixed several of these back in the day working with dealers and OEM guys.

As I said it's hard to figure out. Dropping the tank is cheaper than hanging a bunch of parts on it.
