I think they made eye contact. I just think the walker was more concerned with attacking the fist of the first men than killing some crying guy.

This brings up a good question: If someone was a coward or a pacifist or just sucked at fighting in life, would it affect how they were as a wight or does the NK totally control them and how they fight, etc.

I've watched that scene I don't know how many times, and I don't know how they would've made eye contact like the camera shot made it look. Sam is cowering behind the boulder, and the walker is in front of it. Unless Sam stood up, which he doesn't do, there is really no way for them to make eye contact. Now whether or not the walker heard him whimpering, and that is what caused him to look in Sam's direction, is a whole other question. That is very possible.

ETA: Here are some stills of the ending scene where the Walker "calls" the wights to march. Sam is either behind the rock in the first picture or behind the one circled in the second picture. Either way, the walker is on the other side (and if Sam is behind the one in the first picture, the walker never even actually looked in his direction, but toward his army.)





And here is Sam cowering behind the boulder in a shallow that is giving him about a foot of cover from the top of the boulder.
