Check out ILikeLSUToo's guide here. I'm not sure how up-to-date it is, but there is a ton of info to help you know what you are looking at/for with the various hardware pieces.

And if you the thread is full of discussion on the latest PC building stuff if you look at the last few pages. Also you can post there for help and people like ILike off suggestions.

Also, PCPartPicker is a good resource for putting a cost effective build together.

Like others have said, determining your budget is one of the first things you need to do, along with the purpose of the PC (just gaming? video editing? tigerdroppings browsing only?). An $800 build is a lot different than a $1000 build or a $1200, and obviously a $2000 build. Also, whether or not you need a monitor can have a big impact on your build as well (my monitor was ~25% of the total cost).

The important thing is building a balanced system for the budget you have. For example, if you spent $150 extra for a better CPU, but your primarily gaming and you're rig is limited by the graphics card... you would have been better off with a lower grade CPU and putting that $150 on a better graphics card. There are a lot of people here than can help sort out where you should be on what components to be balanced. All you have to do is ask!
