I usually just call a insulation sub to do insulation. If you're having trouble finding bids for it, just call a few insulation companies as they do the install as well. But, you could find general multi trade laborers to install as well if you supply the materials yourself. Just be sure you are aware of R values and your local codes

If it's just plain roll out insulation, do it yourself. It's super easy.
