Many small things working together support and defend a culture.
Be it a common language and religion, customs, manners, a common sense of decency in the way people dress and act, laws, etc.

All of these form concentric rings around a culture and help protect and preserve it. Even something as small as table manners and etiquette have meaning. They may be small things but if everyone is inclined to obey the small things, they are less inclined to break the big ones.

But if everyone begins to break the small rules, they are that much closer to blow off the very serious ones (basic laws).

As each little concentric ring of protection of a culture is destroyed its core becomes more vulnerable to destruction.
