You do understand they aren't just making it a completely continuous solid-wall, right? Its going to be a bit more complex than that. Why else would a proposal take this long? Unless you think the thousands of contractors trying to take on this project can't construct a solid rectangle.

i think the thousands of contractors will say whatever you want them to say to get a contract worth billions.
