A movie has to actually perform well in theaters to get a sequel.

Daddy's Home made $242 million in theaters on a $69 million dollar budget making it a box office success.

Legend of Tarzan made $356 million on a $180 million budget. Once you take out the theater splits, advertising, and other odds and ends it barely broke even. It would have needed to crush on home video to justify making another and while $23 million is nothing to scoff at it's also not enough to justify the financial risk of making another movie.

$242 - $69 = $173
$356 - $180 = $176

Add in Tarzan's $23 Million in DVD sales to Daddy's Home's $15 Million... Tarzan was more profitable.

Gonna raise a "yes, but" point here:

I like Tarzan. I didn't really care for the latest movie, but would still go see another film, if they tried to follow any of the books. You're taking a franchise that has potential, and crafting it into a working model.

Some of these films that do get sequels don't have that potential.
