Turns out a couple former employees stole it

quote:

An investigative audit report released Monday accuses two former employees of the Louisiana Department of Wildlife and Fisheries of taking almost $20,000 worth of fishing and other sporting equipment purchased with state-issued credit cards.

The report also alleges that Eric Newman and Monique Savoy, who are now married, received gifts from Wildlife and Fisheries' vendors while they were employed by the state agency.

The couple, who now run a charter fishing business in Venice, did not return a phone call Monday seeking comment about the report's findings.

quote:

mong the inventory of missing equipment were fishing reels, rods, some binoculars and a spear gun.

With help from the Louisiana Department of Justice's Bureau of Investigations, state auditors connected the couple to nearly 36 percent of the missing items, which have a total worth of $19,762.

State agents found approximately $14,338 of the merchandise at the couple's home in Covington. They also discovered several posts Savoy made on Facebook after she resigned, soliciting buyers for several of the missing reels and fishing rods, the report states.

Monique Savoy would get it if you don't mind her stealing your wallet and TV when you doze off.

Saw that from the thread yesterday. Looked up her FB and you'd think nothing was going on. Business as usual. People nowadays have no damn morals. You'd expect better from a group of "outdoorsmen"

This was my thought as well. I see her IG posts like it's just another day in the neighborhood. I'd be a little worried myself.

Saw this yesterday and was surprised it hadn't made it here yet.

The Nola.com article goes a bit more into it.

LINK

quote:

In February and March 2016, Savoy offered on her Facebook timeline a "never used" Kristal 640 Kite Reel and four "never have been used" Okuma Makaira 50WII for $500 each, as well as two Kristal XL621 12-volt reels for $1,100 each. Auditors say the team purchased reels matching those exact descriptions in October 2010, February 2011 and September 2011 using state purchasing cards, and that they were unable to locate those reels in the agency's inventory.

The report says investigators also found $14,338 worth of fishing equipment matching the description of items missing from the department at the couple's Covington residence and Venice camp. Those items included 50 rods and reels worth $12,222, a Blue Mako Oceanic Pro spear gun worth $311, four Yeti coolers worth $1,521 and three external hard drives totaling $284.

Looks like they were also using their position for kickbacks and incentives, trips, jobs with Shimano, etc.

quote:

The report also documents interaction between Newman and Shimano, a fishing gear manufacturer. Department purchasing records show the Venice team purchased $43,724 worth of Shimano rods and reels from Shimano directly and from other vendors, as well as $21,201 worth of Shimano clothing and other equipment bought by Newman and Savoy on their state purchasing cards between June 2012 and December 2013.

Newman also sent an email to a Shimano representative inviting the Shimano "guys" to go offshore to put satellite tags in fish. Later emails indicate Newman and Savoy hosted Shimano representatives at the department's Venice camp sometime between May 8-16, 2012.

On May 24, 2012, Newman sent an email to a Shimano representative offering to test Shimano clothing. The representative replied favorably, so Newman provided shoe and clothing sizes for himself and Savoy.

Over the next year, Newman and Savoy appeared in 23 photos on Shimano's Facebook page, showing the department employees fishing with Shimano gear and displaying the fish they caught. Shimano also featured the couple in an online video promoting Shimano gear. A department biologist told investigators the video was taken on a department boat.

"While we were unable to determine if Mr. Newman and Ms. Savoy received monetary compensation from Shimano while employed with LDWF, social media postings indicate that they received publicity from Shimano," the report states. "We believe this publicity to have been invaluable to Mr. Newman and Ms. Savoy, as they are now owners of a charter fishing business.

"It should be noted that Ms. Savoy listed Shimano as an employer on her Facebook page but did not indicate the dates of employment. We attempted, by phone and email, to speak with Shimano representatives to discuss this relationship, but our attempts went unanswered."

Taking anything of value (with very few exceptions) from them is absolutely prohibited and is definitely an ethics violation.

Policy: Don't do that.

Reads like they may pursue.

In light of its findings, the auditor issued four recommended actions to the department, including consultation with attorneys to determine legal action. In a reply, current department Secretary Jack Montoucet said his agency agreed with the recommendation, and would evaluate all legal options.

You are correct, anything that has a monetary value is prohibited. No gift cards, no items, no tickets to a sporting event, and certainly no fishing equipment, clothes, trips, etc.

The only thing really allowed is a modest meal with a vendor. Even then it has to be able to show their was an education element tied to it. Lavish dinner just for the hell of it Is an ethics violation. Dinner or lunch to introduce or get education on a new product or service is ok.

My question, is how the hell these expenses weren't flagged right away on the expense reports? Is it common for agents to be buying $20,000 worth of fishing equipment on thier state cards? I could see them needing to buy some things but this should have been caught right away.

This all stemmed from the oil spill and BP granting the department a contract to collect tissue samples. They were supposed to buy fishing gear, they were NOT supposed to keep it and start a charter fishing business.

It isn't normal, but given the program they were working on, it would be somewhat understandable. That said, there clearly needed to be more oversight onto their purchases, but it seems like the mismanagement of this program was pretty much top to bottom. These two decided to go all "I see your mismanagement and raise" with felony theft.

It was a really goofy program that someone came up with test seafood safety by catching and testing the flesh of fish. In order to test the fish, they bought top of the line gear and sent some lucky assholes out there to fish on the state's dime.

Got it, I didn't know that. I can see how they got it past then. I'm looking thru my prism as a vendor that sales to the government. As soon as I turned in an expense report with a lot of items on it, I would have my companies legal team up my arse.

These two are awful. Stealing from the state and being stupid enough to sell the exact items on their Facebook page. These two deserve what charges are coming their way.

They don't anymore. All this stuff was bought, along with some boats and camps, when BP granted LDWF 10 million to collect tissue samples of seafood as a feel good measure to give the appearance they were working to make it right.

The Venice team not only acted democrat rich when buying supplies, but decided no one would miss it after the contract ended, since BP supplied the cash in the first place. I don't know the specific policy but this stuff likely should have gone up for auction and the money recycled. Administration was changing and likely no one gave a shite enough to follow up on it.

I'm really hoping the state puts a lien on their business until restitution is made.
