No. He said the whole reason he felt the need to make memos in the first place was that he was worried Trump would lie about the nature of their conversations.

He had already shared the memos with some of the leadership at the FBI, and he would have shared them with any special prosecutor who might be appointed in the future (since none had been at that time).

He gave two reasons for leaking the content of the memos to the press. Firstly, when he realized there might be tapes, he leaked the content of the memos so as to pressure Trump to release them. He said another factor in his decision was that he hoped to prompt the appointment of a special prosecutor.

Transcripts of his testimony are readily available, and his meaning is quite clear.
