First, I think they are implying that he needs to be asked & account for if he has ever leaked anything before because if he admitted to leaking something (illegal or not) then maybe, just maybe, he has done it before. Especially in an FBI that was leaking like a sieve.
Second, I've seen some prosecutors (not just any run-of-mill lawyer, but those that specialize in this) state on news reports that Comey's memos were not personal or his own. Not to mention he discussed confidential conversations with POTUS. John Turley, Kimberly Guilfolye, etc
