Incorrect. Comey refused to say whether he thought Trump had obstructed justice and left it up to Mueller.
Comey was asked directly if Trump ordered him to stop the investigation. Comey said, and i quote, "No"

He was asked if he was ordered and he said "No, not with those words."
He said he took it as a "direction" from the POTUS to end the investigation. But of course you'd know this if you watched/listened/read the testimony.
