Incorrect. Comey refused to say whether he thought Trump had obstructed justice and left it up to Mueller. And he did say that Trump personally had not been under investigation - it has been the Trump campaign and Mike Flynn. However, he did also imply that Trump was under investigation by Mueller for obstruction related to the Flynn case.

Comey was asked directly if Trump ordered him to stop the investigation. Comey said, and i quote, "No"
