Everyone is different but this is what made it click for me:
anchor the tip of your tongue on the back of your bottom teeth, now take middle of tongue and put it on roof of mouth. Should be easy to hold that position.
Get some air pressure built up and use the middle of tongue against roof of mouth as a valve, open it and a burst of air should come through, then close it. Repeat.
This should get the short burst "quack!" to build off of.
