Kinda seems like it yeah. There's no way the committee doesn't give it to Texas if Texas finds a way to beat LBS. Not in my mind, anyway.

I'm sure someone will confirm but I think seeding has nothing to do with it (or very little).
Not sure how they would handle a major as a #4 seed paired up with a sisters of the poor #2 seed. Would they send the major to the sisters of the poor if they only hold 1000 people in their stadium?
ETA: nevermind, looks like it's by seeding but the higher seed has declined in the past due to insufficient facilities (Missouri state in 2015).
