IMO the larger companies put together solid, good value budget machines these days and it's alot more convenient than building your own machine. For a gaming build I'd say do it yourself but otherwise I'd go with something like this:
Acer i5 7400 8gb ram 2tb hdd $450


You can throw a GPU into that box too if you'd like, and/or another 8 gig stick.

Faster, multi-core processor and ram are far more important than GPU for photo editing. Most photo editors, including Lightroom, don't even really utilize the GPU for performance increases at all. Photoshop can/does but even with Photoshop the CPU and ram generally have a more substantial impact.
