No, screw riding with an officer, what they need to do, is have Gravy/Mayor/Banks go through the simulator, and see how stressful and how hard the police officers job is, when it comes to when and when not to use force.
We had a loudmouth, aka gravy type alderman, and the Police Department invited him to go through the Sim. He killed nearly 90% of the civilians, and would of been shot the rest of the sim. He had a completely different view on how Cops deal with criminals and how life or death can be decided in mere seconds.
The other fire breathers, local aldermen refuse to do it. Wouldn't fit their agenda, when the results came out.
