all depends on how you are doing it, if you are cooking a "meal" where each person makes them a sandwich or poboy and that's it, they are done eating, then yes, in that case all you need per person is 1 lbs of shrimp "or" fish is all you need.
but .....
if its a company outing where people will be hanging out, drinking beer, milling about, constantly nibbling off and on here and there, then I would assume more people will be eating shrimp and fish by itself with no bread, and in that case over an extended time frame then yes 2 lbs of each should be "just enough" to allow everyone to eat as much as they like plus the big eaters who come back and eat more.
plus its better to plan to have a "little" left over enough for half a dozen people to take home a "go plate" rather then run out early.
if he has 2 lbs of each and cooks 1 lbs of each and then see how it looks, cook more if needed or not. either way having an extra 10 lbs of fish and shrimp to put in you freezer if you don't need it, is a safer bet then running out of food and leaving people hungry.
if money is tight then that's what making corn fritters, potato logs, and fried jalepinos and fried pickles and even fry up some motzerella sticks creates a HUGE amount of side foods and none of those costs much to as much as triple the volume of food there
