The problem is, its a really big swamp. And a powerful one, too. As just one example, look at how much Senators McCain and Graham hate Trump. Not onoy are they part of the swamp, but both despise Trump on a personal level.
Those two will oppose every legislative measure Trump proposes. That's why the "Senate GOP Majority" is a misnomer, because these two alone make it a 50/50 split.
Trump has done some good work on his own, but Ryan and McConnell are betraying him. Then again, why would they want the swamp to be drained? They're part of it.
