Makes sense to me. Bought another cable today and will try the suggestions already stated. Next step is a new cable box.

Well, I used a new HDMI cable and it cleared it up instantly.
I didn't realize it, but my Comcast box has been on 720 the whole time I've had it. The old cable wouldn't even play 1080p, only 1080I and it still had the white speckled.
Now I just have to figure out how to fish a new 50ft cable through my walls lol.
