If he's planning on staying eligible, especially for college, I'd take a long look at supplements allowed by the NCAA or your local high school association. They have limits on agents that could be considered masking agents (i.e. Green tea supplements) and while they can no longer legally obtain Creatine from NCAA staff they can take it on their own but it's pretty highly regulated.
Unfortunately, the NCAA does a really shitty job of telling you what you can and can't take and goes with the old "run it by your athletic trainer" deal. I will say a lot of preworkout supplements that are perfectly legal to take can have agents that are banned by the NCAA.
