Thats absurd. He's guilty of a DUI. What the "I" is, is still in question. Whether he purposefully drove under the influence or not is still in question.
Him being black has literally nothing to do with anything. Tiger is about as famous as you can get. Nobody would be walking away in this situation.

the "I" stands for "influence" not "intent." DUI is a strict liability offense. Intent is not an element the state has to prove. It's irrelevant

It means Driving Under the Influence. It doesn't necessarily mean alcohol.
