It is quite transparent, this is the first step in her firing Dabadie. He won't resign, so she needs cause to fire him, she is sending this letter as a setup to that cause.. which in her mind will be failing to enforce their established police policy. Dabadie is going to be fired and he will hire some big time attorney to sue the city.. should be a spectacular waste of tax money

Exactly.

These last 3 "letters" have all been an orchestrared event. The letter from the lawyers to Broome and her response 3 hours later, with both letters being released to the media shortly have they were "delivered" tells me that the lawyers and Broome's staff planned all this out way before yesterday. I'm sure both parties proofed the other's letter before they were "delivered" to make sure they had all their bases covered

however you feel about the letter and/or Broome it's clearly in the chiefs best interest to respond to the letter professionally and to continue a dialog with her office, if he wants to stay chief. She's begun a process and he needs to manage it and neutralize the threat

I'm gonna take a leap and say he's more clever and experienced in this sort of thing than she is, he needs to use it
