What? If it's control, it's control only in the vague sense that all politics is control (and therefore isn't peculiar to entitlements). Politicians promise interest groups things they want. Business owners want more tax cuts. Minorities want more legal protections. Poor people want... wait for it... more money.

A pattern of continued behavior to entice a group to keep you in power, if it's effective, is control. It's not exclusive to the Dems.

However I think it's a bit evil how they manipulate the poor.

Everyone has the same legal protections. The law does not discriminate against race. If minorities want special laws, then it is because they feel they cannot compete in an open marketplace. Instead of improving themselves, they just want the government to give them a handout.

But what they don't want is to work for it. They don't want to put in more hours or educate themselves. They want the government to take money from people that have educated themselves and work harder and give it to them. Personal accountability is not something that liberals want to promote.
