It has to do with its charter. It isn't designed to be accurate because no matter how smart the CBO folks are, they can't make obvious assumptions.
Technically speaking, if a bill proposes a 90% tax on something that previously had a 30% tax, the CBO will score that bitch as "current sales x 90% tax rate".
Yes. The above is highly simplistic for illustrative purposes.
