No they definitely found a there there on both accounts (outright official lies about a hurtful video released, denial of adequate protection, and classified emails on personal servers and computers). An FBI director overstepped his bounds and made a prosecutorial decision based on "intent" and not the rule of law.
The differences between the situations you have mentioned are the differences between circumstatial and verifiable evidence. I would further state that the time tables of the various investigations have been largely influenced by political climate and biased media coverage dampening or stoking the flames.
