Yeah probably. Japan was largely disarmed post WWII. Not sure they have much capability at all right now.

It wouldn't take much sophistication for them to do some serious damage to Seoul. It's really close to the border.
I'm not a tactician, but it seems like the key to an attack on NK would be overwhelming force and coordination in the initial strike. You have to render them incapable of a major retaliatory strike on Seoul.
I doubt there are many nations on Earth capable of that.
