That's a weird graph. That South Dakota and Montana are so high and North Dakota and Kansas are so low makes me think that there is something going on with the numbers that is not obvious to a first glance. Ditto the difference between Washington and Oregon and Georgia and South Carolina.

Read the Notes: included with the graph. I can't speak for the other states but they are excluding a lot of revenue that is germane to Georgia. Bottom line: the combination of state economy and/or indigent population explains the situation.

Oregon doesn't have a sales tax. Probably get a lot of people coming in from Cali and Washington to shop, and they get no revenue from it so they need funds from DC.

It means more retail jobs but retail jobs suck.

As far as Washington and Oregon, I do know that the Seattle metro is a much stronger economic engine than Portland. Seattle has Amazon, Microsoft, Boeing, Starbucks, Costco and two top ten container ports. Not that familiar with Portland, so if I'm off base someone correct me.

Business Insider ranks Oregon as the number 13 "best" economy in the US and Washington #1.
