Because, like the DNC, they have competent legal counsel. No large organization should hand over the entirety of their server history to any investigatory governmental body. They have no idea if their employees were engaged in illegal behavior or other actions that open up liability.
Was Sony screaming through WaPo about Russia hacking? At every turn we hear Russian hacking. No, Sony handled it correctly and kept it close to the vest. The DNC, however, used every opportunity to inform us who hacked them - with no evidence - and then denied access to said server. Apples to oranges.

There's enough evidence to convince 17 intelligence agencies that it was Russia. Plus several private firms and major European powers too

The DNC didn't deny access to their server history. They hired a third party to locate the parts of the server history relevant to the hacking and then turned that over to the FBI.
Organizations don't just turn over their entire server history to the FBI. That's an insane liability risk. Sorry it bursts y'all's conspiracy bubble but that's what happens in the real world.
