The sheriffs and DA lobbies here are very powerful. DAs want higher conviction rates and people in their PTD & probation systems for money and sheriffs want bodies in the jails for extra funding. Criminal justice reform here is hard because the average voter is a retard who doesn't understand that this kind of system costs us more money in the long run.
