Once again, Comey can't "prosecute" her. Only turn over findings and his recommendation to the DOJ (i.e. Loretta Lynch). I do believe Comey knew Lynch (because of her email and the tarmac meeting) would not touch this case with a 10' pole so he tried to conceive a legit way out of the DOJ as a whole looking like it was protecting a VIP for political reasons (it was). This effort failed (bigly).
